From The Capital Times: A proposal in Governor Jim Doyle's budget would allow the secretary of the DoA (Department of Adminstration) to transfer state employees from agency to agency "at will." Not sure I'm supportive of this idea. Gut reaction: No. I'd like to hear what AFSCME has to say about it...so far they've been silent.
